[TEST] Untested function replay_webhook

This PR adds comprehensive unit tests for the replay_webhook API endpoint in hookwise/api.py. It also includes a global Redis mock in tests/conftest.py to ensure test isolation and fix pre-existing performance test failures related to Redis connectivity.
