Refactored the check_webhook_timeouts Celery task in hookwise/tasks.py to improve maintainability and readability by splitting it into smaller helper functions. verified with tests and linting.

Refactored the `check_webhook_timeouts` Celery task in `hookwise/tasks.py` to improve maintainability and readability.
The monolithic function was decomposed into several focused private helper functions:
- `_sync_timeout_ticket_status`: Manages ticket state synchronization with ConnectWise.
- `_create_timeout_alert`: Handles new ticket creation and associated logging.
- `_add_repeat_timeout_alert`: Handles repeat alert notes for stale endpoints.
- `_process_single_config_timeout`: Orchestrates the timeout check for an individual configuration.

Additionally, optimized imports by moving local imports to the module level. Verified with existing tests and linting.
