Adds a user-facing doc page for unified external meta cache (Doris 4.0.4+), and documents per-catalog cache modules + observability (Hive/Iceberg/Paimon/Hudi/MaxCompute) in both EN and zh-CN.\n\nAlso updates the existing meta-cache doc to guide 4.0.4+ users away from legacy catalog cache keys and adds the new page to the Data Lakehouse sidebar.\n\nNotes: local
