docs: clarify plugin bin executables

Summary

• Add bin/ to the plugin structure guidance as a root-level executable directory
• Document that enabled plugins can expose bin/ executables as bare Bash commands
• Clarify when to use bin/ versus explicit /scripts paths and note executable/platform packaging requirements
