Make plugins compatible with RHDH 2.x (Backstage 1.54.4)

Description

• Bump Backstage from 1.49.4 to 1.54.4 via backstage-cli versions:bump so plugins match RHDH 2.x / RHDH next.
• Move catalogProcessingExtensionPoint to the stable @backstage/plugin-catalog-node export.
• Bump @red-hat-developer-hub/cli to ^2.0.3, and the local app theme/global-header packages so config schema compilation works on 1.54.
