feat: add physics core values and handles

Summary

• close the Phase 0 hosted CI evidence gate and start the Phase 1 roadmap
• add solver-neutral vector, quaternion, transform, and typed physics handles
• exercise the new public headers in core and clean-prefix consumer tests
• propagate Windows SDK resource tools into the nested installed-consumer configure
• document the proposed RB-O1 error policy and current package capabilities

• Linux CTest: 7/7 passed
• Windows OpenStrata: 7/7 passed
• installed consumer passed on Linux and Windows
