A conversation fork's channel_decline passes its fence, so a fork can decline another channel for the whole host and post its acknowledgment there #714

Found in our review of #710, and left out of that pull request.

A conversation fork acts only on its home channel. The fence in dispatchChannelToolCall refuses a fork's channel_open outright, and its channel_publish or channel_close of any channel but its home (src/framework.ts:27475-27512 at main 6c228d45). It doesn't check channel_decline, which a fork is offered like any other tool its allowedTools permit. On a channel that isn't open, channel_decline records the channel's decision as closed by invitation-declined (src/mcpl/channel-registry.ts:4509). That is an agent's decision (:146), so it holds for every agent on the host. Where the server grants channels.acknowledge, the call also sends its acknowledge text to that channel (:4532). So a fork can post outside its home, and change a decision about a channel for the whole host, which is what the fence is there to stop.

What we ran. At 6c228d45, on Linux with Node 24.22.0, we started a framework with one agent as conversations.templateAgent and the server in test/fixtures/speech-route-mcpl-server.mjs, and registered a channel discord:g1:new that isn't open. That fixture doesn't grant channels.acknowledge, so we gave its connection that grant and recorded its channels/acknowledge requests in place of sending them. An addressed message in discord:g1:room made a fork bound to that room, and the fork's first round called channel_open and then channel_decline for discord:g1:new, with acknowledge: "not for me".

  • channel_open was refused by the fence: This conversation is bound to channel "discord:g1:room", so it can't open other channels, and nothing was opened.
  • channel_decline completed. The channel's decision went from closed by default-closed to closed by invitation-declined, and one acknowledgment was sent, to discord:g1:new, with the value not for me.
