This PR removes the static paths in the tool and makes them dynamic using input arguments that default to the previously hardcoded static paths. This will make it possible to run the tool from anywhere and not only from the downloaded location.
I also added documentation on how to install the tool via conda and where to get the files needed to run StrVCTVRE from any location.
