Refactor driver to support both chip variants with variant-specific PHY initialization. LAN7430 uses standard PHY behavior with autoneg reset, while LAN7431 uses fiber configuration with additional register setup. Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>
