Update Victoria 3 to 1.13.3

I followed the instructions and got started with updating Tiger to Victoria 3's 1.13.3 update.

I am unsure on many of the changes since my git diffs for logs did not show changes between 1.13.3 and 1.12.5 but I consulted the modding digests for 1.13.0 and 1.13.3

Hi! I appreciate you joining in. I'm always happy to see more people working on tiger. Unfortunately in this case I've already been working on updating to vic3 1.13 and I didn't know anyone else was :) So we've duplicated some work here.

I've just pushed the work I've done so far, so you can take a look. The main things missing are

• recheck everything for the latest 1.13.x update
• check the state_region docs, which seem to have changed
• support the new fleet_entity type (under gfx/map)
• handle whatever changed in ai_strategy strategic_region_scores
• run tiger with --show-vanilla and see what else wasn't in the docs
