- Add periodic-rocm-mi350 workflow with schedule/ciflow triggers enabled
- Use linux.rocm.gpu.gfx950.4 (was gfx950.2) with amd-do runner prefix
- Register workflow in probot and upload-test-stats; allowlist label in actionlint
