The 0.6.4 release branch. It opens with the new release flow; the rest of 0.6.4 lands here.
tools/version.py(get, check, bump, notes) and aversionCI jobrelease-gate: a merge to main is a release (new version) unless it only touches docstag.yml: a new version on main is tagged and publishedrelease-gatestays red until the 0.6.4 bump.
