Prepared DBcooper v0.0.67 release patch

Updated the authoritative Tauri version to 0.0.67, removed Gatekeeper-bypass guidance, documented signing/notarization and all required secrets, expanded the release checklist, and added v0.0.67 release notes. Apple artifact validation remains for a macOS maintainer after the draft build is produced.

Testing

• PASS: Tauri version is exactly 0.0.67; package.json remains 0.0.4, Cargo.toml remains 0.1.0, and bun.lock is unchanged.
• PASS: bun install --frozen-lockfile completed successfully.
• PASS: bun run check passed 154 tests, type checking, linting, and the production build.
• PASS: git diff --check passed.

Verification required

The following checks could not run in the agent sandbox. CI or a maintainer must complete them before merge.

• BLOCKED: codesign --verify --deep --strict, spctl --assess, and xcrun stapler validate are unavailable because the sandbox runs Linux; DMG signing, notarization, stapling, updater, and clean-Mac checks must run against the generated draft on macOS.
• BLOCKED: PR labeling, tagging, draft publication, and Homebrew verification were not performed because repository instructions prohibit pushes, pull requests, and GitHub credential use.
