What does this PR do?

Adds Telemetry Tracker as an open-source alternative to Sentry (Monitoring). It's an MIT-licensed error tracker with grouped errors, source maps, releases and alerts, plus events, sessions and Web Vitals. It can be self-hosted (Fastify API, Next.js dashboard, PostgreSQL; Docker Compose for Postgres and a deployment guide) or used via an optional free hosted plan. The cons list its JS/TS-only SDK coverage and its small community.
