Reverts #4201
Sadly this doesn't work, as api_key has a foreign key relationship to notification_history, so even though these api keys have only been used for broadcasts, it needs to do a full check for each key on notification_history
we'd have the same problem when we get further in the script to deleting
templates_historyfor the same reasoni'll have a think and re-approach this from another angle
