Consolidates the OGIT-wide contribution conventions into the root README so every
contributor follows the same rules, instead of restating them per namespace:

  • creator = the contributing organisation (not an individual)
  • fixed value sets for boolean/enum attributes (ogit:validation-type fixed)
  • concrete edge targets -- no any-vertex target; soft *VertexXid attributes for
    arbitrary-type references
  • additive-only contributions
  • a short README per namespace, developer-focused, with no references to
    documents outside the repository

Touches only the root README; no namespace schema changes.

Add an OGIT-wide section: creator = the contributing organisation, fixed value
sets for boolean/enum attributes, concrete edge targets (no any-vertex target;
soft *VertexXid attributes for arbitrary-type references), additive-only
contributions, and a short README-per-namespace discipline (no references to
documents outside the repository). These rules were stated per-namespace before;
consolidating them here so every contributor follows the same conventions.
