feat: add hover interaction tool

Summary

• add a new hover_element_by_index tool and wire it through PageController
• support hover actions in the extension bridge and panel activity text
• update docs to reflect that hover is now supported

Validation

• npm run build:libs
• npm run build:ext -w @page-agent/ext
