GitHub hides tag-ruleset bypass actors from read-only callers, so the release guard could not verify the actual protected settings. Bind a privileged company-App read-back to the exact live ruleset metadata and fail closed if it changes, without adding an administrative secret to CI.
Also record seven successful hosted workflows at ad10253, the published 7.1 Scorecard, exact-identity local verification of the signed candidate, live Pages, and the successful Software Heritage snapshot. Preserve the two-message scope and distinguish preparation from badges, review, and formal submissions.
Validation: 154 local tests; dedicated positive and negative ruleset-binding tests; real read-only control verification. Hosted PR checks must pass and a genuine human review is required. No reviewer decisions or endorsements are fabricated.
