docs: refresh README verified baseline and improvements - #41

The README baseline was stale (295 tests/42 suites) versus the current state after the LLMOps arc (413 tests/59 suites + 147 web). Recruiters and reviewers read the README first, so the public state must be accurate: - Current Verified Baseline updated to 2026-08-10 with the real counts and the observability/eval highlights - Recent Improvements gains a one-line summary of the AI observability stack (ledgers #18-#33) Docs-only; no code changed.

The README's "Current Verified Baseline" was stale — it claimed 295 backend tests across 42 suites, but the LLMOps arc (PRs #21–#40) brought the suite to 413 backend tests across 59 suites plus 147 frontend tests. The README is the first thing recruiters and reviewers see; its accuracy is part of the project's professional surface.
