Revert the behavior that reset all module/skill/RAG toggles before applying a start-page suggestion. Selecting a suggestion now enables the modules it needs in addition to whatever is already active, instead of clearing state. Also re-enable starter prompt suggestions and recommendations flags. Description
Applying a start-page suggestion previously wiped all active module/skill/RAG toggles before enabling the ones the suggestion required. This reverts that reset so a suggestion now activates the modules it needs in addition to whatever the user already has enabled, keeping the current toggle state intact. Also re-enables the starter prompt suggestions and recommendations flags that were temporarily hard-disabled while this logic was being fixed.
Release Note
Selecting a start-page suggestion no longer clears your currently active modules; it enables required modules on top of the existing selection.
