fix: add missing inventory status messages for clarity - #634

This PR addresses issue #633 where the inventory status control could render as a blank box on the Admin Inventory Review page by adding missing UI messaging/styling for early (“draft”) inventory statuses.
Changes:
- Add
incompleteandcompletestatus labels/messages to thewhatIsNeededmapping. - Render an expanded status panel for
incomplete/completestates so the admin UI no longer opens to an empty panel. - Add button styling for
incompleteandcompletestatus states.
