ci: sign off release PR bodies so they pass DCO in the merge queue - #2197

Conversation
The merge queue builds the release commit from the PR body, and the DCO app checks it. release-plz can't sign off its own commits, so end its default PR body template with the bot's Signed-off-by. Fixes #2196 Signed-off-by: Luca Muscariello <muscariello@ieee.org>

Fixes #2196.
Sets
pr_bodyin.release-plz.tomlto release-plz's default template (0.3.169) plusSigned-off-by: Agntcy Build Bot <build@agntcy.io>. The queue builds the release commit from the PR body, so the trailer reaches the commit the DCO app checks. Adding that line to #2195's description by hand made DCO pass there.
