Adds Code Intelligence, a standalone Agent Zero community plugin for automatic language-server diagnostics, semantic navigation and reviewed edits, and owned Python/Node.js debugging.

The default setup includes Pyright and typescript-language-server, installed explicitly into plugin-owned storage. Project semantic/debug access is reviewed separately. The implementation targets same-runtime Linux/Docker and requires no Agent Zero core changes. Additional server configurations are not claimed as tested language support.
