Adds the top-level lexicon manifest key (term -> {definition, optional category}) + LexiconTermEntry $def, mirroring edge_types/roles.

Modules declare a concrete-term lexicon that the EARS object-aware vague-response check (quire-rs FR-042) consumes as accepted concrete objects — the engine no longer hardcodes a software-noun list (ADR 0009, quire-rs PR #7). Optional key; existing manifests validate unchanged (59 tests pass; positive + negative lexicon validation confirmed).

Part of the FR-043 vocab-as-data series. The spec-objects-* modules ship the actual domain terms next.
