The Rust package lacks distribution metadata, the Go module uses a local path, and changes have no automated build checks.
This change adds the Rust version, description, repository and existing license file to the package metadata; uses the repository path for the Go module; and adds formatting and build checks for both packages. Rust source formatting is aligned with the new checks.
Validated locally with Rust 1.85.0 and Go 1.24.4. Cargo packaging was checked, including the packaged license file.
