Add the source-safe V46ProofReadbackOperatorExplanation artifact, generator, checker, protocol tests, package exports, workflow hooks, and specification/roadmap anchors. Regenerate dependent V46 artifacts after advancing the draft gate posture and make the Gate 5 predicate closure-based for subsequent gates.
