Allow V44 source-safe gate artifacts to validate in both draft and promoted canon posture, extend package boundary coverage to V44, and refresh affected generated gate artifacts.
Regenerate the V44 PROVEN appendix and promoted .bitcode proof reports from the post-promotion validation repair commit.

Repair Gate Quality so V43 draft gate checks only run while V42 is the active canon. This keeps promoted V44 validation focused on V44 promotion readiness and package tests.
