Summary

• Adds the typed AssetPack settlement-unlock primitive that keeps protected source withheld until BTC settlement, read-license/right transfer, ledger/database readback, crypto telemetry, and PR delivery evidence agree.
• Wires settlement unlock evidence through the Vercel Sandbox asset-pack harness, route summarization, Terminal stream summaries, and the source-safe preview panel.
• Documents Gate 12 in the V28 spec, parity matrix, and QA guide, and adds a dedicated gate check plus BTD primitive coverage to the gate-quality workflow.
