Gate 11: close Finding Fits preview

Summary

• Adds canonical ReadFitsFindingSynthesis lexical/vector depository search tool telemetry with fit deposit ids, query/ranking roots, and embedding policy posture.
• Propagates accepted Need + Finding Fits evidence into source-safe AssetPack preview and deterministic Share-to-Fee quote during AssetPack postprocess.
• Updates Terminal copy, V28 spec/parity/QA, gate-quality workflow, and Gate 11 closure check.
