V38 Gate 8: AssetPack Economic Traceability

Summary

• add package-backed V38AssetPackSynthesisEconomicTraceability and generated source-safe artifact for selected-fit handoff, preview, settlement, compensation, reconciliation, repair, and harness evidence projection
• add Gate 8 generator/checker scripts, protocol exports/tests, BTD economic traceability test coverage, and workflow wiring
• update V38 spec/delta/notes/parity, roadmap, README, and protocol README to close Gate 8 and queue Gate 9
