Issue 23: CI/CD Pipeline Setup

Description:
Setup GitHub Actions for automated testing, linting, and coverage reporting.

Acceptance Criteria:

• Create .github/workflows/test.yml
• Run tests on push and PR
• Test on multiple Python versions (3.9, 3.10, 3.11, 3.12)
• Add linting (flake8, pylint, or ruff)
• Add type checking (mypy)
• Add code formatting check (black)
• Upload coverage to codecov.io
• Add status badges to README
• Script-first approach (runnable locally)

Technical Details:

• Use GitHub Actions matrix for Python versions
• Cache dependencies for faster builds
• Fail on coverage drop below threshold
• Local scripts in scripts/ folder
