Address Common.Azure dependency on Core

[adeutscher]

JobWorker copy of adeutscher/RedShirt.Example.Api#59 . Common.Azure relies on Core, and it shouldn't. I'm just surprised that I didn't go fully circular ages ago.

While we're at it, double-check the other common csproj files to see if they reference any non-common projects.

Removing the dependency outright brought up complaints about Polly stuff and ISleepService, as suspected.

Added Common reference directly and installed Polly.Core directly in Azure.Common. I'm not concerned about the duplicate install in the overall solution.

Investigating other projects turned up that Common.Aws.Sqs and Common.Aws.SsmSecretManager also need tending. Only the second of those has implications for the API template.
