Adapt a pattern from the old work templates and wrap CI operations in a BASH script. This would allow a user to switch their implementation of this template to be in GitLab/Bitbucket/OneDev/etc with lines that need to be adapted from the GitHub Actions definition. Even without switching providers, there's a certain debugging ease that comes from moving as many CI operations as possible out of the platform-specific format and into something that can be run locally.
