Archives the Bash implementation, creates the Rust workspace with its tiered test runner, CI and registry parity check, and builds a walking skeleton that passes the conformance kit on protocol 0.2 using fakes.
Wave 0 gives every crate's interface, in-memory fake and contract suite in full; each lane then gets its tests in full and writes its own implementation.
…as built Handles the protocol reader's two new error cases, sends evidence with a no-change result, and sorts test targets into tiers by the shared file-name rule. Recompiled against the real contract crates.
