Merges all 11 W1 workshop packs (planner, architect, builder, designer, validator, reviewer, deployer, improver, pm, deacon, witness) into a single flat Pack V2 at gascity/packs/w1/. V1→V2 transformations applied: - schema = 2; no inline [[agent]], [[commands]], [[doctor]], [formulas] tables - agents/<name>/agent.toml + prompt.template.md (from prompts/*.md.tmpl) - overlay/<agent>/ per-agent dirs (from overlays/default/) - orders/<gate>.toml flat files (from formulas/orders/<gate>/order.toml) - commands/<pack>-<cmd>/run.sh namespaced subdirs (from flat *.sh) - doctor/<check>/run.sh subdirs (from flat check-*.sh) 126 new TDD tests all pass; 147 total tests pass with zero regressions. gc 1.0.0 resolves the pack cleanly with no deprecated-path warnings.
