release(ways): bump to 0.9.1 (signed re-tag of 0.9.0)#201

0.9.0 shipped with an unsigned tag (signing pinentry was unreachable from a remote session). 0.9.1 is the same code with a GPG-signed tag, restoring the signed-release convention from v0.8.0. No functional changes since 0.9.0.
