Description

Moves the weekly release kickoff workflow cron from 23:00 UTC to 17:00 UTC. This targets 12:00 PM EST. The fixed UTC cron runs at 1:00 PM ET while the US is on EDT. The Roomote release prep automation already runs at the same time.

Test Procedure

• Not run. Schedule-only workflow change.
• Reviewers can check the cron expression and comment in .github/workflows/release-kickoff.yml.
