Adds ModelSelector next to the mode, API config and auto-approve controls, with chat i18n strings for all locales.
The footer now includes the ModelSelector button, so the resting/focus composer snapshots change and the editor needs one more Tab stop to reach.

Description
Adds an inline
ModelSelectorto the chat input toolbar. Users can switch models from chat. They do not need to open Settings.Key changes:

The host merges the patch into the latest stored profile inside the profile mutation queue. A stale webview snapshot can no longer overwrite newer settings.expectedProvider.nullvalue clears a key.upsertProviderProfile.useRouterModelsruns only for providers with a model field.fetchRouterModelsnow takes the query abort signal. It removes its listener and timer on abort.chat:modelSelector.*andchat:selectModelstrings in all 18 locales.ChatTextAreacomposer and Electron chat baselines. This PR replaces #2010. That PR also added a host-side flow. It grew large and drew many review findings. This PR keeps the host change small and reuses the existing queue.
