Description

Adds a dedicated githubCopilot provider on top of the VS Code Language Model API. The existing vscode-lm provider is unchanged for models contributed by other extensions.

Problem

The generic vscode-lm provider is the only path to Copilot models today, and it has several gaps:

No GitHub sign-in or account state in Zoo Code, so a missing or expired session is hard to diagnose.
The model list is fetched once and can be empty if Copilot hasn't registered its models yet.
Model capabilities come from a static catalog or generic defaults, so new Copilot models report wrong or missing values until a code change ships.
Image parts are flattened to text placeholders.

Changes

Types (packages/types): new githubCopilot provider identifier and settings definition, Copilot constants (vendor, auth provider, scopes, chat extension ID), and sign-in message types. The settings schema is shared with vscode-lm (vsCodeLmModelSelector).
Provider (src/api/providers/github-copilot.ts): wraps the vscode-lm handler and restricts model selection to the copilot vendor.
Capabilities (src/api/providers/vscode-lm-capabilities.ts): derives context window, image support, and tool support from the LanguageModelChat metadata. The curated catalog is used only as a cap or fallback. Nothing is persisted to settings.
Images (src/api/transform/vscode-lm-image-part.ts, vscode-lm-format.ts): sends image parts as image data when the host supports LanguageModelDataPart. Minimum supported VS Code stays 1.100.
Extension host (webviewMessageHandler.ts, src/services/language-models/copilotModelBroadcast.ts, extension.ts): handles githubCopilotSignIn, githubCopilotReconnect, and githubCopilotManageAccount, and pushes the model list to the webview as Copilot registers models.
Webview: VSCodeLM.tsx adds the sign-in, reconnect, and manage-account controls plus the account label. useGitHubCopilotModels, useSelectedModel, ModelInfoView, validate.ts, and TooManyToolsWarning handle the new provider. Locale files are updated.
Docs: README gains a GitHub Copilot section.

Behavior notes

VS Code owns the GitHub session. Zoo Code does not read, display, or store the access token.
Sign-in establishes a GitHub identity, not a Copilot entitlement. An account without Copilot access signs in and sees an empty model list.
Reconnect requests a fresh authorization instead of reusing the existing session.
VS Code exposes no sign-out API, so Manage account opens workbench.action.manageAccounts.
A capability the host does not report renders as "Image support not reported" rather than defaulting to unsupported.
The host reports only whether a model supports tools, not how many it accepts, so no per-model tool limit is enforced. The existing too-many-tools advisory still applies.
Prompt caching is owned by Copilot. The public API has no cache-control directives or cache-hit usage, so the UI shows "managed by GitHub Copilot" and reports no savings.

Click Reconnect GitHub and Manage GitHub account and confirm each behaves as described above.

Track in-flight API work instead: a request from setup through retries, the stream, and its background usage drain, plus manual condensing. Replaced handlers are disposed when that work settles, with task disposal as the fallback. The main loop closes the request generator on failure so its release runs. Tighten completePrompt tests: abort while the stream is pending, assert the same listener reference is added and removed, and cover the disabled timeout and non-Error paths. createMessage passed its own cancellation token to sendRequest and never connected metadata.abortSignal to it. A manual model refresh that started before a host model-change event could finish after the broadcast and replace its newer list with an older one: the broadcast did not advance anything the manual refresh checks. The broadcast now claims each view's next refresh generation, and posts only if no sign-in or newer refresh of that view happened meanwhile, so whichever of the two started last wins on both paths. Use the shared disposeApiHandler in Task instead of a local copy. Assert the delivered account and model list in the overlapping-refresh tests instead of only counting calls.
