Label PR review state workflow is invalid: it listens to itself #2086

Problem

GitHub rejects .github/workflows/label-pr-review-state.yml on main.

Error from run 39082131184:

Invalid workflow file: .github/workflows/label-pr-review-state.yml#L1
Workflow 'Label PR review state' cannot listen to itself.

Cause

PR #2049 (issue #2046) added "Label PR review state" to its own workflow_run.workflows list. It also added a loop-guard clause to the if: conditions of the resolve and reconcile jobs.

Effect

• The first failed run is the merge-queue push for PR [Fix] Fork PR review-state labels stay stale until the hourly sweep #2049, at 2026-10-17 14:44Z.
• Since then, no schedule, pull_request_target, issue_comment, or workflow_run run has started.
• New PRs and new pushes get no review-state labels.
• Only pull_request_review runs still work. They use the older file from the PR branch.
• The stale clock from PR [Fix] Stale PR clock resets on bot activity so stale PRs never close #2077 has never run on main.
• stale.yml is in debug-only mode (PR [Fix] Stale PR clock resets on bot activity so stale PRs never close #2077), so nothing closes stale PRs.

Proposed fix

1. Remove "Label PR review state" from workflow_run.workflows.
2. Remove the workflow_run.name != 'Label PR review state' guard clause from the two if: conditions.
3. Move the privileged follow-up for fork pull_request_review runs (issue Fork PR review events leave labels stale until the hourly sweep #2046) to a second workflow with a different name.
4. Add a test that fails when a workflow lists its own name in workflow_run.workflows. actionlint does not catch this.
5. After the fix, run workflow_dispatch once and confirm the hourly schedule runs return.
6. Set the STALE_DRY_RUN repository variable to false when the stale clock is ready to write.
