chore: remove completed TODO about yuv_crop_and_resize array copying

• Verified yuv_crop_and_resize inherently copies arrays through np.zeros() allocation, ruling out memory view scenarios because YUV is a planar layout.
• Removed unresolved developer TODO blocks in frigate/util/image.py.
