#201 Dark mode v3

This PR will:

• Implement dark mode for the website
• Slight retheme of the website to use Bootstrap variables instead of hardcoded colors everywhere
• Close Implement UI Dark Mode #201 (oldest ticket 🎉)

Is the dashboard background color different? Prod on the left, QA on the right... looks like the background is the same color as the tinted cards in the left nav column. Prod looks white, QA looks white-gray.

I think the dashboard page background color change (slightly darker in this PR, white-gray) is causing the forms to look a little different. See the slight difference in input background colors.
