Re-vendor Xore/theme to 4a02619 (focus ring on inputs, skip-link reveal, Toast__dismiss); source-region a11y changes for those land with #3182.
Note: branding
--apiary-link(#6da7ec/#2a78d6, the retired AA-failed Blues) is absent from the vendored theme — theme uses--text-link(9 light-dark pairs, one per theme block); parity reconciliation is a decided-out-of-scope item.
