Make randomPercent affect not just recast but also reel-in

• I used the same randomDelay % value as the recast uses for ease of setting it up.
• I tested the jar it produces and it seems to be working as expected, on 26.1.2
• The translations are generated and may have faults in them.

The title in the config menu is a bit too long now thus being cut off in most cases so shortening that might be the way to go.
