P0 修复: - test-native / test-cross: 补齐 windows-latest+android 与 macos-latest+android 两组无效构建腿的 exclude（与 auto-publish 对齐， 消除每次 CI 白跑的两个 runner 腿） P1 一致性: - action 版本统一: upload-artifact@v7、download-artifact@v8、 action-gh-release@v3（此前 v2~v8 混用） - 工作流命名统一分组前缀: CI · / Security · / Deps · / Release · / Community ·；同步修正 auto-deploy 的 workflow_run 引用名 - test-cross 补 workflow_dispatch（与 test-native 对齐） - auto-publish / auto-deploy 增加 concurrency 串行保护 - weekly-report: 顶层权限降为 discussions: read， write 仅保留在 publish job

test-native/test-cross：补齐windows-latest + android、macos-latest + android两组无效构建腿的 exclude（与auto-publish对齐）。此前每次 push/PR 都会在 Windows 和 macOS runner 上白跑两个 Android 构建组合。P1 一致性
upload-artifact@v7、download-artifact@v8、action-gh-release@v3（此前 v2~v8 混用）CI ·/Security ·/Deps ·/Release ·/Community ·；同步修正auto-deploy对上游的workflow_run引用名（漏改会导致发布链断裂）test-cross补workflow_dispatch（与test-native对齐）auto-publish/auto-deploy增加 concurrency 串行保护weekly-report顶层权限降为discussions: read，write 仅保留在 publish job兼容性说明
native-gate/cross-gate聚合检查名未变，分支保护规则不受影响Analyze cpp/python/actions）未变
