This PR updates a unicode-segmentation crate version from version 1.12.0 to 1.13.2 to incorporate the update to Unicode 17.0.0 and ASCII fast path for words.

Hmm, such updates were supposed to be handled by rennovate bot, we need to figure out why it is not working as expected.

@nijel I see you already published v0.2.2 with this update, thanks! Just wanted to confirm - I see you also created a tag, but the tag and release on GitHub is v0.2.3 - is that correct?
