Add comment-fmt, wire up CI check

Summary

• Adds comment-fmt as a dev dependency and a CI job (comment-fmt) that runs comment-fmt --check.
• No reformat yet, no pre-commit hook wiring yet. This first commit is expected to fail CI, confirming the check actually catches something before the fix lands. Follow-up commit reformats and wires up the pre-commit hook (vp staged), at which point CI goes green.

Test plan

• Confirmed locally: bun run comment-fmt:check fails, listing src/lib/project-search.ts and src/lib/slug-fuzzy.ts (matches the earlier proof-of-concept pass in chore: comment-fmt proof-of-concept reformat (temporary) #7)
• Confirmed CI's new comment-fmt job fails first, then passes after the reformat + hook-wiring commits
