The hourly execution backstop exempted only the plans sold today, Team and Enterprise. Every other plan an org can hold fell through to the cap: grandfathered plans, pay-as-you-go, and any plan added later and not listed. On 2026-09-03 this blocked an org on a grandfathered plan.

The backstop exists for free-tier abuse, so the exemption is now any active subscription other than Free. The org-creation and seat gates keep their narrower paid-plan predicate. Unit tests cover the grandfathered, pay-as-you-go, and mixed cases.
