Promotes the Milwaukee MSA ad-hoc request from nccs-data-requests to a public data story per ADR 0025 (nccs-contracts): counts, focus areas, and revenue for the four-county Milwaukee metro, 1989-2026, from the canonical BMF master + CORE 990 tiers. All three promotion gates (generalizable, public-safe, worth reading) cleared upstream; this adds the rendered gfm + chart assets to the stories collection.
