uipath-rpa: Rule 7 two-step read of uia-starter-guide.md serializes turns the UIA map budgets as one parallel T0 Read #3058

Open

Description

@tmatup

Same shape as the Rule 22 defect fixed in #3055. SKILL.md Rule 7 says to read references/uia-starter-guide.md via a two-step read (Grep ^## Conditional Policies for a line number, then Read with limit). The Read needs the Grep's output, so it costs two sequential assistant turns. The UIA journey map (execution-maps-guide.md § Journey: UIA capture + build, row T0) still lists the starter guide as one parallel Read.

Enabling defect: one file holds a mandatory prefix and a conditionally-loaded tail, so the only turn-cheap read contract for it is a dependent grep→Read pair.

Fix at that layer, as in #3055: split the conditional policy sections into their own file, make Rule 7 a plain full Read of the mandatory part, and route the conditional sections per entry.

No CI gate exercises this path today (no turn-budgeted UIA task on the Windows smoke), which is why it is filed rather than folded into #3055.
